Membership Meeting

The Waste Management Forum endeavors to demonstrate how a systematic circular economy based approach can promote sustainable growth. It aims to promote and mainstream a regenerative and restorative approach to managing resources/wastes in order to promote a culture that supports sustainable waste management practices.

The Forum also provides a platform for government, business, civil society, development partners and other thought leaders to discuss waste management issues and challenges as well as share solutions and best practices that lead to effective waste management policies, strategies and programs. It also aims to build partnerships among the key stakeholders in developing and implementing solutions.

If we are to manage waste successfully, we should be guided by the New England Proverb which says - “Use if up; Wear it out; Make it do, or Do without!”

HIS EXCELLENCY FRANZ JESSEN

AMBASSADOR AT DELEGATION OF THE EUROPEAN UNION TO THE PHILIPPINES
Opening Session His Excellency Franz Jessen has been the ambassador Extraordinary and Plenipotentiary of the delegation of the European Union to the Philippines since 2015, after his posting as the Head of the Delegation of the European Union to Vietnam. Prior to this, he was head of Division for China, Hong Kong, MACAU, Taiwan, Mongolia at the European External Action Service in Brussels. Ambassador Jessen has completed his master’s Degree in Social Sciences from Odense University and Master’s Degree and Ph.D in Economics from Virginia Tech, USA.

CYNTHIA VILLAR

SENATOR, CHAIRPERSON OF THE SENATE COMMITTEE ON ENVIRONMENTAL AND NATURAL RESOURCES; AND AGRICULTURE AND FOOD AT THE SENATE OF THE REPUBLIC OF THE PHILIPPINES
Opening Session Senator Cynthia Villar is the current chairperson of the Senate Committees on Agriculture and Food as well as the Senate Committee on Environment and Natural Resources. From 2001 - 2010, Senator Villar served as the Representative of Las Pinas in the Philippines House of Representatives. She earned her degree in Bachelor of Science in Business Administration from the University of the Philippines’ (UP) College of Business Administration, which recognized her as one of its Distinguished Alumni in 2004, and completed her Masters’ Degree in Business Administration at the prestigious New York University (NYU). She is instrumental in establishing the Las Piñas - Parañaque Wetland Park in the Las Piñas - Parañaque Critical Habitat & Ecotourism Area or LPPCHEA and spearheading the Manila Bay Clean Up.

DR. RAYMOND TAN

VICE CHANCELLOR AT DE LA SALLE UNIVERSITY
Session 1: In Pursuit of a Zero Waste Future Dr. Raymond Tan is a full-time professor of chemical engineering, a university fellow and the current Vice-Chancellor for Research and Innovation at De La Salle University Manila. He is a leading researcher in the areas of process systems engineering (PSE) and process integration (PI), and in particular is the co-developer of the carbon emissions pinch analysis (CEPA) method. Prof. Tan received his BS and MS degrees in Chemical Engineering and PhD in Mechanical Engineering from De La Salle University, and is the author of more than 270 publications with an h-index of 36 in the Scopus database. He has received multiple awards from the Department of Science and Technology (DOST), the Commission on Higher Education (CHED), the National Research Council of the Philippines (NRCP), the Philippine-American Academy of Science and Engineering (PAASE) and NAST.

PRESIDENT AT PHILIPPINE ALLIANCE FOR RECYCLING AND MATERIALS SUSTAINABILITY
Session 1: In Pursuit of a Zero Waste Future Mr. Crispian Lao is the Vice Chairman of the National Solid Waste Management Commission under the Office of the President, Republic of the Philippines, as the Private Sector Representative for the Recycling Industry. He is a strong advocate for the environment through proper waste management and the development of enabling policies to promote appropriate, technologically and economically viable investments and support Small and Medium Enterprises in the Philippines. In addition, he is a technical working group member of the Climate Change Commission; board member of the Solid Waste Management Association of the Philippines; a technical committee member of the Bureau of Product Standards; a member of the Philippine Chamber of Commerce and Industry Environment Committee; and past president of the Philippine Plastics and Industry Association.

BOARD MEMBER AT ZERO WASTE PHILIPPINES
Session 1: In Pursuit of a Zero Waste Future Irma Percela is equipped with a solid background and qualification in economics, statistics, corporate planning and communication management where she rendered 35 year-service in a government owned and controlled corporation. She was the chairperson of NFA GAD-TWG, NFA GAD Focal Point System from 2004 to 2009 where she initiated the institutionalization of the Gender and Development Program of NFA. She has been invited as a resource person on Ecological Solid Waste Management as well as Clarificatory Hearing Compliance of LGUs on the implementation of Republic Act 9003 from the Office of the Environmental Ombudsman. Ms. Percela graduated Bachelor of Science in Commerce, major in Economics at Philippine College of Commerce and took her Masters Degree in Business Administration and Communication Management.

ENGR. ELIGIO ILDEFONSO

EXECUTIVE DIRECTOR AT NATIONAL SOLID WASTE MANAGEMENT COMMISSION
Session 2: Dealing with Waste Management Practices at Ground Zero Engr. Elgio Ildefonso is currently the OIC-Executive Director of the National Solid Waste Management Commission under the Office of the President and the Chief of Solid Waste Management Division, EMB-DENR. His service to the Department is exceptionally remarkable as he was seated to a number of positions such as the Deputy Executive Director from 2010 to 2013, Executive Director of Task Force Air Quality in the Office of the DENR Secretary and Director for Technical Services Office of the Undersecretary for Field Operations, DENR 1 from September 1997 to October 1998. Engr. Ildefonso graduated in Bachelor of Science in Civil Engineering at Technological Institute of the Philippines and has earned multiple Masters Degree including his recent degree in Environmental Management and Development in Australian National University in Canberra, Australia.

ATTY. GERARD MOSQUERA

DEPUTY OMBUDSMAN FOR LUZON AT OFFICE OF THE OMBUDSMAN
Session 2: Dealing with Waste Management Practices at Ground Zero Atty. Gerard Mosquerra is currently the Deputy Ombudsman of Luzon. He is a native of General Santos City. He started his law practice in the litigation department of the Carpio Villaraza and Cruz Law Offices in 1992 and eventually opened a law practice in his home city in 1995 where he engaged in criminal and civil litigation work. He has dedicated the last fifteen years of his professional life to fighting corruption as a practitioner and an international adviser and his preferred areas of focus are criminal litigation, anti-corruption investigation, stolen assets recovery and judicial and legal reform.

GEN. DANILO DELAPUZ LIM

CHAIRMAN AT METROPOLITAN MANILA DEVELOPMENT AUTHORITY
Session 2: Dealing with Waste Management Practices at Ground Zero Brigadier Gen. Danilo Delapuz Lim has a military background after graduating in one of the prestigious United States Military Academy at West Point, New York U.S.A. Aside from his military positions, Chairman Lim also held various government positions like serving as a Military Assistant to the Secretary of National Defense, Chief of Staff of the Undersecretary for Local Government and Deputy Commissioner for Intelligence in the Bureau of Customs from 2011-2013. At present, Chairman Lim heads the Metropolitan Manila Development Authority (MMDA), the agency in charge of providing the delivery of basic services in Metro Manila’s 13 million residents which includes traffic and transport, flood control and solid waste management, among others. In a short span of time, Chairman Lim is able to institutionalize reforms in the agency aimed at reforming erring MMDA officials and personnel. He carried out the instruction of President Rodrigo Duterte to curb out anomalies and corruption within the agency. Gen. LT. COL. JOSEPH ROSS JOCSON, PA(R) MNSA, CHE

PRESIDENT & CHAIRMAN OF THE BOARD AT PACKAGING INSTITUTE OF THE PHILIPPINES
Session 2: Dealing with Waste Management Practices at Ground Zero Lt. Col. Joseph Ross Jocson PA(R), MNSA, ChE is the President and Chairman of the Board of the Packaging Institute of the Philippines which is a national association composed of multinational and local companies who are in the forefront of the packaging industry in the country. He is also a public servant at heart serving the Armed Forces and as Commissioned Lieutenant Colonel Reserve. He received a distinguished award of the Knights of Rizal and was honored The Order of the Knights of Rizal which is the sole order of knighthood in the Philippines. Lt. Col. Jocson graduated at University of Santo Tomas with a degree in bachelor of Science in Chemical Engineering and took his Masters Degree in International Security Administration (MNSA) at National Defense College of the Philippines.

AILEEN LUCERO

NATIONAL COORDINATOR AT ECOWASTE COALITIONSession 2: Dealing with Waste Management Practices at Ground Zero
Ms. Aileen Lucero is currently the National Coordinator of the Ecowaste Coalition, a non-stock public interest non-government organization promoting chemical safety and zero waste to protect human health and the environment. She was previously the Deputy Coordinator for Chemical Safety and serves as the focal person for various campaigns on the following areas of concerns on Waste and Chemical issues specifically on Environmental Law Compliance, Waste Management and Zero Waste Building Models, Establishing sustainable and resilient communities, Campaign on Clean Air and Water Pollution and Children’s Articles with BPA and Phthalates. Ms. Lucero also acts as a Resource Speaker in legislative hearings and foras of different organizations, church, SMEs, media groups and LGU’s assembly.

PROGRAMME MANAGER - ENVIRONMENT AND CLIMATE CHANGE AT EUROPEAN UNION
Session 3: Transitioning to a Circular Economy Mr. Giovanni Seritella graduated in University of East Anglia in UK, where he received a prestigious NATO Scholarship Award gaining him an advanced training in Remote Sensing and Global Climate Change in University of Dundee United Kingdom. He earned his Masters Degree in Cranfield University in Environmental Monitoring & Climate Change. His dedicated work for the environment was shown throughout his years in the European Union Delegation designated as Program Manager to Indonesia, Albania and the Philippines. He was also designated as Head of Europe House, the detached office of EU Delegation to Indonesia managing post-Tsunami reconstruction and post-conflict recovery in the Aceh province, North Sumatra, Indonesia.

Session 3: Transitioning to a Circular Economy Engr. Jess Reyes has been with Nestle Philippines Inc. for 23 years.
