Phil. Ecology Systems Corp. (PhilEco) is a major player in the design, construction and operation of integrated sanitary solid waste management and disposal facilities in the Philippines. An “AAA” general engineering and building Contractor licensed by the Philippine Contractor Accreditation Board (PCAB), PhilEco is also engaged in other allied businesses such as construction of buildings, roads and other land developments. An ISO- certified company, PhilEco is the only waste management firm in the country that operates an offshore sanitary landfill. The Smokey Mountain was featured in the “Times Magazine 1992” as the symbol of poverty in the Philippines hence triggered its development and rehabilitation thru R-II Builders Waste Management Unit (now Phil Ecology Systems Corp.) in partnership with the Philippine Government. The pioneers of the successful story of Smokey Mountain Development and Rehabilitation Project (SMDRP) formed the Core experts of Phil Ecology Systems Corp. or simply PhilEco. The company was registered at the Securities and Exchange Commission in 1998, to Design, Construct, and Operate Integrated Sanitary Solid Waste Disposal Facilities in the Philippines. (PhilEco) started as one of the departments of R-II Builders Inc. which was engaged in environment-oriented business. Its establishment coincided with the implementation of Smokey Mountain Development and Reclamation Project in 1998. It came as well at the most opportune circumstances as Metro Manila then was practically on the verge of plunging deep into the abyss of a garbage crisis. The San Mateo Sanitary Landfill in San Mateo, Rizal, the largest government owned waste disposal facility ceased operation in 2000 and there were no other available alternative sites except for the open dumpsites like the Payatas dump in Quezon City. The company started acquiring a patch of abandoned fishponds in Navotas City and converted into a controlled disposal facility in accordance with the standards set by the National Solid Waste Commission pursuant to R.A 9003 The 40-hectare sanitary landfill is the first bay area type engineered sanitary landfill in the Philippines. Accommodating 3,000 tons per day of municipal solid wastes from various cities of the National Capital Region, the Navotas Sanitary Landfill adheres to strict standards and specifications of RA 9003 known as the Ecological Solid Waste Management Act of 2000. Similar to other popular bay area landfills in San Francisco, Tokyo, Hongkong, Vietnam and Singapore, landing craft transport (LCT) barges are used to transport waste from the transfer station to the sanitary landfill. In 2006, in keeping with the provisions of R.A 9003 that terminated the practice of open and controlled dumping, Phileco inaugurated a new disposal facility adopting the engineering sanitary landfill – the Navotas Engineered Sanitary Landfill in Barangay Tanza, Navotas City.
