ECCP Afternoon Assembly with BIR

As the Philippines navigates a period of robust economic growth despite an unpredictable global environment in 2026, the Bureau of Internal Revenue (BIR) stands as a central pillar in sustaining this momentum. Under the leadership of Commissioner Charlito Martin R. Mendoza, the Bureau has embarked on an ambitious "Digital-First" transformation, setting a record collection target of ₱3.579 trillion for the year to fund critical infrastructure and social services.

The BIR's current strategic roadmap, focused on Digital and Data Transformation, Audit Reform, and Service Excellence, is reshaping the country's fiscal landscape. Significant reforms, such as the Single-Instance Audit Framework (RMO No. 1-2026) and the nationwide rollout of e-invoicing, reflect a shift toward a more transparent, predictable, and taxpayer-centric environment. For the business community, these initiatives are vital in reducing the cost of compliance and eliminating the bureaucratic bottlenecks that historically hindered ease of doing business.

Philippine-European companies continue to be indispensable partners in the Philippine economy, contributing high-value investments across key sectors like renewable energy, manufacturing, and digital services. As these enterprises align with the country's evolving tax regime, including new frameworks for VAT on Digital Services and the CREATE MORE Act, a continuous and constructive dialogue with tax authorities is essential to ensure that administrative reforms effectively support investor confidence.

In this context, the European Chamber of Commerce of the Philippines (ECCP) will convene a high-level afternoon assembly with BIR Commissioner Atty. Charlito Martin R. Mendoza to discuss the Bureau's 2026 priorities and the future of Philippine tax administration. This meeting aims to:

  • Gain insights into the BIR's strategic roadmap for 2026, specifically its focus on full digitalization, data-driven enforcement, and the "Mahusay na Serbisyo" (Excellent Service) campaign;
  • Discuss the implementation of recent administrative reforms, such as the Single-Instance Audit Framework and the progress of the e-Invoicing System (EIS), to foster a more predictable fiscal climate;
  • Address challenges related to cross-border transactions, VAT refund processes, and the transition to digital tax compliance for multinational corporations; and
  • Provide a platform for ECCP members to share global best practices in tax technology and administration, contributing to a modern, fair, and internationally competitive Philippine tax system.
