ASEAN Climate Action Dialogue: Mobilizing Non-State Actors for Climate Adaptation and Mitigation Strategies in Southeast Asia

Non-state actors – including businesses, investors, cities, civil society, youth networks, and knowledge institutions – are now pivotal in delivering measurable progress toward the Paris Agreement and the Global Stocktake outcomes. At COP30, the launch of the One United Action Agenda marked a shift from fragmented action to integrated delivery, aligning 480+ initiatives under six shared axes of implementation.


Yet across Southeast Asia, non-state actor initiatives often remain fragmented — sectoral, uncoordinated, and disconnected from policy, finance, and each other. This fragmentation limits scale, slows implementation, and hinders translation of global commitments into investment-ready, locally implemented solutions.


This High-Level Dialogue, convened by the Global Compact Network Philippines and Race to Zero Philippines, is a direct response to that challenge. It builds on the success of COP30 and aims to localize the global architecture into a concrete ASEAN delivery platform. Structured around six climate action axes consistent with the One United Action Agenda, the Dialogue brings together actors from the Philippines, Thailand, and Vietnam to move from high-level commitments to grounded collaboration, pilot platforms, and project pipelines.


By convening cross-country learning and surfacing actionable insights, this Dialogue serves as the launchpad for a Southeast Asia Implementation Platform – enabling participants to define clear next steps, coordinate axis-based efforts, and co-create pipelines that are aligned with global financing flows and local development priorities. Our collective goal: ensure that by 2026, non-state actor initiatives across ASEAN are not only ambitious, but actionable, fundable, and embedded within national pathways for resilience and decarbonization.
