Background

Solar rooftop systems are presenting themselves as viable solutions to the rising cost of electricity. As much as 25-percent savings on electricity bills were reported by homes and enterprises that have installed solar panels in their rooftops.

The Net-metering and Retail Competition & Open Access (RCOA) rules are seen as vital to the acceleration of solar rooftop installations in the country. The rules will benefit the consumers as they offer immediate economic relief from the rising cost of electricity.

The potential market for solar rooftop is estimated at ca. $450 million yearly, based on the 50,000 households (representing 10 percent of the half a million constructions yearly) that can install solar panels with a capacity of 2 kilowatts. Investments in solar rooftop installations are expected to double this year possibly reaching 2.5 MW, as more homeowners and enterprises realize the opportunities to save money and mitigate climate change. With the continued drop in system prices, solar energy is approaching grid parity, opening the way for more solar rooftop installations.

Vast installation of solar panels on rooftops of households, commercial buildings and industrial facilities could help safeguard the country\'s energy security over the long term. Rooftop solar panels could be a viable solution for the Philippines given its high solar irradiation level.

Objectives

Through this forum, ECCP intends to promote investments in solar rooftop power generation as a viable option to electricity consumers in reducing their power costs. This is part of ECCP\'s goal to establish a regular platform for discussing opportunities and challenges in the Philippine Renewable Energy Sector and for sharing best practices as well as experiences among stakeholders.

Format

The forum will discuss market prospects for solar rooftop power generation in the Philippines. The topics are organized under the following sessions:

Session 1: Experiences in Solar Rooftop Applications - Presentations on a variety of existing installations from a large building to a coffee shop;

Session 2: Policy Drivers - A panel discussion on Net-metering, Retail Competition & Open Access and other relevant policies by resource persons from the Department of Energy, the Energy Regulatory Board and the National Renewable Energy Board;

Session 3: Opportunities in Solar Rooftop Applications from the Stakeholders\' Perspectives - A panel discussion from various stakeholders (distribution utility company, solar power industry, consumer, civil society and financial institution) on the benefits of investing in solar rooftop systems as well as the market opportunities;

Networking: The forum will also provide an excellent opportunity for networking among representatives from the Solar Power Industry, government, financial institutions, and international organizations, civil society, academe among others.
